Sow if 1 clan can't play in that week and play the next week will they get the next map rotation?

No.
They will still have to play the right rotation for the fixture they missed.
Example.
Week 1 Fixtures
team 1 vs team 2
team 3 vs team 4
team 5 vs team 6
Maps:
map 1
map 2
map 3
map 4
map 5
So all fixtures will be listed like that. So it will be easy to find the right map pool for certain fixtures if a clan has to miss a match week.
