The Titan fall punishment is how all anti cheat software works isn't it? If it's enabled then known cheaters are kicked and can only play on disabled servers.
I heard that VAC disabled servers only allow known cheaters to connect but the anti cheat is still running so can still be banned if use cheating software. No idea how true that is because Valve keep VAC fairly secret.
